Tibet: Zhang Zhijun, viceministro del dipartimento internazionale del Partito Comunista Cinese, scrive a Margherita Boniver

Dear On. Boniver,

The roits that took place in Tibet on March 14th have caused great concern not only in China but also around the world. I am sure you are eager to learn what has actually happened. In face of western media’s distorted coverage of the events, I would like to provide you with the following for your information.

What happened in Tibet and its adjacent areas are events of criminal nature. They have caused heavy losses of life and property, seriously disturbing social order. Local police recently discovered in several Tibetan temples weapons suspected to be used in riots. (See reports in Attachment I)

We have ample evidence to show that these incidents have been organized, premeditated and masterminded by Dalai and his followers in China and abroad (See the report in Attachment II).

The recent incidents expose the hypocritical nature of Dalai’s long claimed proposition of “pacifism” and “non-violence”. From the iron-clad facts we can also see the purpose of Dalai and his followers is to undermine social stability in Tibet and the rest of China, and use the Beijing Olympics to tarnish China’s image and exert international pressure on China so as to realize their goal of Tibetan independence. The dispute between Dalai Lama and us is neither about economy or society, nor about ethnic identity or religion, let alone human rights or system of value, but rather a political issue concerning China’s national unity and territorial integrity.

Many western governments have called for dialogue between the central government of China and Dalai Lama. As a matter of fact, it is the central government that proposed to settle disputes through dialogue with Dalai in the late 1970s. The channel of contacts between the central government and Dalai does exist. We have arranged for overseas Tibetans who are very close to Dalai to visit China and contact with competent authorities. The position of the central government on Dalai has been consistent and clear-cut. That is so long as Dalai gives up his proposition of “Tibet Independence” in real earnest, puts an end to all his separatist activities, in particular those aimed at instigating crimes of violence in Tibet and other places and those sabotaging Beijing Olympic Games, recognizes that Tibet and Taiwan are both inalienable parts of China’s territory, the door for contacts with him is always wide open.

I hope the above information will help you gain better understanding of and make correct and objective judgment on the truth of the recent events. We are opposed to any attempts to link the question of Tibet to the Beijing Olympics, and indeed the politicizing of the Olympics.

Lastly, we need to reiterate that we attach importance to relations with your party. I hope we can exchange views on issues of common interest in a frank manner with a view to enhancing mutual understanding and promoting relationship between our two countries.
